About the EIF
The Enhanced Integrated Framework (EIF) is a global partnership dedicated to supporting least developed countries (LDCs) and recently graduated countries in harnessing trade and investment for resilient, sustainable and transformative development.
Anchored at the World Trade Organization (WTO), the EIF brings together LDC governments, funding partners, international agencies and the private sector to address system-wide trade and investment constraints and expand opportunities for long-term development.
Country Programme Document Corner
The Country Programme Document (CPD) is each country’s strategic roadmap for EIF Phase Three, turning national trade and investment priorities into coordinated action. Country-led and results-focused, CPDs bring together partners, mobilize resources and support stronger institutions, greater competitiveness and expanded market opportunities.
Chad
Le Document de Programme Pays du Tchad 2026–2031 vise à faire du commerce et de l’investissement de véritables moteurs de transformation économique en renforçant les institutions, la compétitivité du secteur privé et l’accès aux marchés, tout en stimulant les exportations hors pétrole, notamment à travers les chaînes de valeur du sésame et du karité. Il ambitionne ainsi de mobiliser les investissements, créer des emplois, renforcer l’autonomisation économique des femmes et des jeunes, et bâtir une économie plus diversifiée, compétitive, inclusive et résiliente.
Lao PDR
Lao PDR's CPD (2026–2030) is a programme focused on strengthening trade and investment governance, improving investment promotion and the business environment, and enhancing private sector competitiveness, with a primary focus on developing inclusive textile handicraft value chains to expand market access, increase rural incomes and support sustainable, inclusive local economic growth.
Mali
Le Document de Programme Pays du Mali (2026–2031) vise à favoriser une transformation économique durable en renforçant les institutions du commerce et de l’investissement, les capacités productives, la transformation locale et l’accès aux marchés, avec un appui prioritaire aux filières mangue, karité et anacarde afin de stimuler les exportations, mobiliser les investissements, créer des emplois et élargir les opportunités économiques pour les femmes et les jeunes.
Niger
Le Document de Programme Pays du Niger (2026–2031) vise à accélérer la diversification économique en renforçant les institutions du commerce et de l’investissement et la compétitivité des filières prioritaires, avec un accent particulier sur le sésame et les produits de l’élevage, notamment la viande transformée (kilichi) et les cuirs et peaux, afin d’accroître la valeur ajoutée locale, les exportations, les investissements et la création d’emplois décents.
Rwanda
Rwanda’s Country Programme Document (2026–2031) aims to strengthen trade and investment governance and enhance the competitiveness and market access of Rwandan SMEs. Through targeted support to priority sectors-including horticulture, edible oils, essential oils, steel and textile manufacturing - the programme will strengthen productivity, quality and standards compliance, export readiness, digital market access and investment readiness, while supporting women- and youth-led enterprises and greater participation in domestic, regional and international markets.
The Gambia
The Gambia’s CPD (2026–2031) is a five-year programme focused on strengthening trade and investment facilitation, improving MSME competitiveness and expanding market access, with a primary focus on agro-processing, fisheries and tourism to increase domestic value addition, attract investment and promote inclusive economic transformation in The Gambia.
Zambia
Zambia's CPD (2026–2031) is a five-year programme focused on strengthening trade institutions, improving trade and investment facilitation, enhancing enterprise competitiveness, with a primary focus on developing the beef value chain to drive export diversification and private sector-led growth.

High-Level Launch of EIF Phase Three
EIF Phase Three was officially launched on 25 March 2026 during a high-level event held on the margins of the WTO’s 14th Ministerial Conference (MC14) in Yaoundé. Co-organized by Cambodia, the United Arab Emirates and the EIF Executive Secretariat, the event brought together ministers, development partners and representatives from international organizations, regional institutions and the private sector. >>>more
