The capacity to manufacture essential medicines and vaccines in developing countries and regions is recognized as an important factor that facilitates access. The COVID-19 pandemic has highlighted the strategic imperative to fast-track progress to support the development of such clusters. The issues are complex and need to be addressed with a holistic and forward-looking approach to ensure greater resilience of healthcare systems in the event of future crises. The session will look at the challenges that exist and how the international community can work with developing countries and regions through the targeting of Official Development Assistance (ODA) and Other Official Flows (OOF) in support of building and maintaining high quality, competitive manufacturing capacity for these vital health products. It will focus largely on Africa where access to medicines is particularly vulnerable to global supply shocks, and a well-established ambition to develop the sector now has even greater importance.
