Laura von Saint André
EIF Funding Partner Coordinator and EB Member, Germany
Laura is a lawyer by education, with an LLM in law and development from the School of Oriental and African Studies, London. She attended a post-graduate programme at the German Institute of Development and Sustainability, Bonn.
She has 19 years of professional experience, including at the World Bank; in operational and political planning at the German Federal Ministry for Economic Cooperation and Development (BMZ); and in implementing with the Deutsche Gesellschaft für Internationale Zusammenarbeit. At previous postings with the BMZ, she worked on migration and displacement with a focus on women's empowerment, and she established a volunteer service in cooperation with civil society, enabling young Germans to go abroad.
At her current position, she works in the field of trade and development policy at the German Permanent Mission in Geneva. She was a member and partly Co-chair of the Enhanced Integrated Framework programme (EIF) Taskforce, 2023-2025, working on reforming the EIF.
Since September 2025, she has been EIF Funding Partner Coordinator, taking over this task from the United Kingdom.
