BACKGROUND:

The Ministry of Trade, Industry, Regional Integration and Employment (MOTIE) through the Enhanced Integrated Framework (EIF) Programme an Aid for Trade (AfT) initiative provides a framework that links trade assistance activities, from capacity building training to trade policy and strategy development, within a coherent national development plan. Least Developed Countries (LDCs) like The Gambia face supply side constraints that severely limit their ability to benefit from trading opportunities. They face trade integration obstacles in technical and hard infrastructure capacity, human resources, as well as managing adjustment and transition costs. To overcome these constraints and realize the benefits from trade, LDCs must build awareness of such opportunities, overcome their supply side constraints, and create an enabling environment to benefit from global trade.

To address these constraints The Gambia undertook the Diagnostic Integration Study in 2007 which identifies the trade integration challenges with a Priority Action Matrix for implementation. In April 2013, the Enhanced Integrated Framework (EIF) Board approved a 2 year Tier 2 project for The Gambia: Trade Facilitation through Increased Logistics Infrastructure and Services at The Banjul International Airport (simply called Trade Facilitation Project (TFP)).

 

PROJECT DESCRIPTION

Overall Objective and specific project purpose

The overall objective of the project is to increase national participation in international trading system by stimulating the local economy and contribute to improved livelihoods in the Tourism, Horticulture and Fisheries export sub-sectors.

Its specific purpose is to promote trade facilitation and reinforce logistics infrastructure and services at the Banjul International Airport through improved institutional arrangements, building human capacity and providing support services to ensure transparent, secured and competitive airport services are available to exporters and small holder businesses.

Results

The project will enable BIA meet international safety and security standards in handling cargo and passenger travel thereby increase in the number of airlines serving and accepting cargo from The Gambia. This will increase the number of small holder exporters to have access to competitive new airport infrastructure and services for exports. The project will enhance the capacity of BIA to handle increase air cargo by volume and diversity (appropriate storage space for both perishable and non perishable goods). The project will also improve the overall international image of The Gambia, positioning the country as an attractive freight cargo entrepôt in the sub-region, thereby contributing to future economic development.  It is envisaged that these results will stimulate both the local and national economy and hence contribute to improved livelihoods in the Horticulture and Fisheries export sub-sectors.

TENDER DETAILS 

1.    The Gambia International Airlines (GIA) has received a Grant in United States Dollarsfrom the Enhanced Integrated Framework (EIF) Trust Fund for the implementation of an EIF Tier 2 Trade Facilitation Project to Construct a modern Cargo facility that meets International Standards at the Banjul International Airport being implemented by the Gambia International Airlines Limited (GIA). It is intended that part of these funds will be applied to eligible payments under the contract for the Construction of a Cargo Complex at the Banjul International Airport.

2.    The Gambia International Airlines now invites sealed Bids from eligible Bidders for the constructionof; a Modern Cargo Complex at the Banjul International Airport as captured in the Technical Specification:

  • A warehouse of 800 sqm making a provision of two cool room of 100 sqm each.
  • A two story office building completing only the 200 sqm of the first floor and preparing the structure for the second 200 sqm for future extension.
  • 500 sqm of covered area for weighting and packing on both air and land side.
  • Making provision for relevant facilities on both interior of building and exterior of the plot area of 4900 sqm. 
  • Making the layout of drainage and sewage network system of the whole plot and building.
  • All the civil works relevant to the correct use of the plot area as earthworks, pavement all for proper movement of equipment like fork lift and trucks at both land and air side.

3.    The works to be effected shall be performed at Banjul International Airport, Yundum and the required time for the performance of the works is 8 months.

4.    The deadline for submission of inquiries and for requests for clarifications is 14 days before bid submission.

6.    A complete set of Bid documents in English language may be purchased (through drop box) by interested Bidders on the submission of a written application to the above and upon payment of a non-refundable fee of Eur500.00 or USD650 or GMD 25,000.00.

9.    The provisions in the Instructions to Bidders and the General Conditions of Contract are the provisions of the Bid and Contract Documents for the Procurement of Complex Works of the Government of The Gambia.

10.  Bids must be delivered to the address indicated under Section 5 above on or before 12.00 noon Banjul time on 18th September 2014 and must be accompanied by a bid security of D500, 000.

11.  Bids will be opened in the presence of Bidders' representatives who choose to attend at 12.30 pm on Monday 18th September 2014 at the offices of the Procuring Organisation, at the address indicated under Section 5 above.
