The Secretariat of the WTO is seeking to fill a temporary position of Coordinator to work in the Executive Secretariat for the Enhanced Integrated Framework (ES). The Enhanced Integrated Framework (EIF) is a multi-donor programme, which supports the Least Developed Countries (LDCs) to be more active players in the global trading system by helping them tackle supply side constraints to trade. The ES is administratively housed in the WTO. 

General Functions 

The purpose of the job is to provide guidance and support in all EIF-related actions in the LDCs on using the EIF process to reduce priority constraints to trade; to leverage key drivers for investments in trade capacity; to promote gender equality and poverty impacts through inclusive trade; and to strengthen institutions and policy mechanisms. This is to be done through fostering greater communication among EIF Donors, LDCs, EIF Agencies and other partners as well as the private sector to ensure an increased and coordinated delivery of assistance related to the needs expressed in the Action Matrices of Diagnostic Trade Integration Studies. 

Reporting to the Executive Director of the ES (ED), the incumbent will have the following responsibilities:

1. Support the efficient and effective management of the EIF programme with a focus on the results based management principle. This will require activities to strengthen the framework function of the EIF and to ensure that EIF projects achieve results in an efficient and effective manner. Specific tasks include: 

At the programme level: 

- Contribute to increased coordination, harmonization, global resources and expertise for trade development in the LDCs. This will be done in close cooperation with the Partnerships, Outreach and Fundraising Coordinator.
- Foster stronger regional and global partnerships built through joint knowledge products, tools and events.
- Mobilize increased financing, including through the diversification of sources. 
- Identify capacity building needs for the LDCs, which can be funded by EIF resources, and match them with a roster of regional and international service providers, such as think tanks, universities, organizations and other initiatives. 

At the country level:

- For a specific set of countries, discharge advisory, monitoring and supervisory responsibilities with respect to EIF programmes and projects. This is to be done in close cooperation with the ES Coordinators and the Monitoring and Evaluation (M&E) Coordinator. 
- With guidance from the ED, support the design, formulation, assessment and approval of the first regional EIF project on trade facilitation in West Africa. 

2. Contribute to other targets and indicators of the ED and the ES, agreed upon with the Chair of the EIF Board, as required: 

- Support the EIF Board and the EIF Steering Committee to provide strategic guidance to the EIF.
- Manage the transition and smooth operations of the EIF to Phase Two.
- Play a key role in EIF public advocacy, communication, outreach and capacity building.
- Create an enabling environment to strengthen the programme.

3. Undertake EIF-related missions, as and when required. 

4. Provide the necessary support to other ES staff and perform other tasks as required by the ED based on the evolving needs and priorities of the EIF partnership.

REQUIRED QUALIFICATIONS
Education: 

Advanced university degree in Economics, International Relations with a development component or in a related field; alternatively, a basic university degree with proven professional expertise and theoretical knowledge equivalent to an advanced university degree.
Knowledge and skills: 

Knowledge of international development issues and in particular Aid for Trade (AfT), including the roles of donors, international agencies and other players in providing and delivering AfT.

Country level project management skills; portfolio management skills; programme M&E skills; and capacity building skills.

Excellent organizational and communications skills; drafting skills; multi-tasking skills; and attention to detail.

The following interpersonal capabilities are required: Capability to initiate, build and maintain relationships with a variety of people, both inside and outside of the organization; and ability to work under pressure in a team where supporting and gaining the support of others is important to achieving his/her objectives.
Work Experience: 

At least five years of relevant professional experience, which must include work in development assistance for developing countries as well as experience in the LDCs.

In addition, experience in the field of international trade, regulatory and/or in institutional trade reform and trade negotiation is required. 

Equally required is experience in financial and project management and reporting. 
Languages: 

Excellent knowledge of English and French.
