Position: National Consultant (Develop Tourism Legislation and Regulation)

Project Title: ‘Solomon Islands Tourism for Inclusive Development (SI-TIDE)’

Contract duration: Three months (During a span of six month)

Duty station: Honiara, Solomon Islands and home based

 

Background:

 

The EIF National Implementation Unit (NIU) at the Ministry of Foreign Affairs and External Trade is implementing EIF programme in Solomon Islands. EIF is a multi-donor programme, which supports LDCs to be more active players in the global trading system by helping them tackle supply-side constraints to trade. A project entitled ‘Solomon Islands Tourism for Inclusive Development (SI-TIDE)’ approved by the EIF Board in January 2014 is currently in implementation. The SI-TIDE project is designed to contribute achieving overall goal of SIG’s National Development Strategy (2011-20) – ‘build better lives for Solomon Islanders through targeted interventions’. To do so, the project will systematically intervene in the areas of policy/legislations related to tourism sector; promote Solomon Islands as a distinct visitor’s destination in the Pacific Region and strengthen the linkages of tourism sector with the auxiliary sectors like agriculture and handicraft in a way that help create additional livelihood opportunities for the people.

 

Many activities are designed and to be implemented to achieve the project goal/aim. One of the key activities under the project is to “Formulate/Develop a National Tourism Legislation and Regulations”. Therefore, the NIU seeks services of a national consultant to accomplish this activity.

 

Scope of work:

 

This Term of Reference envisages the importance developing a “National Tourism Legislation and Regulations” for the Solomon Islands Tourism industry.

 

The development of a National Tourism Legislation and Regulation will be based on extensive research and a wider consultation with the key stakeholders, public and private in Honiara and Provinces. In addition, the development process will also draw on other related Legislations and policies.

 

The National Tourism Legislation and Regulation is anticipated to provide a broader framework that helps in the development of tourism industry. While developing the National Tourism Legislation and Regulations, the consultant must take into consideration and make use of the relevant Government’s policies and development plans including but not limited to: Draft

Tourism Policy and the Tourism Development Plan as well as the National Development Strategy 2011-2020 and Diagnostic Trade Integration Study -DTIS.

 

Duties/Responsibilities:

 

The national Consultant will work under the direct guidance/supervision of the Director, Department of Tourism. He/she shall work closely with the SI-TIDE Project Coordinator and EIF NIU Coordinator. The main duties and responsibilities of the national consultant are to:

- Develop Solomon Islands Tourism Legislation and Regulation;

- Organize consultative workshop(s) with Tourism stakeholders to develop the new Tourism Legislation and Regulation and minimum standards;

- Prepare minimum requirements for accommodation, tour operators, and other service providers;

- Organize trainings for key officials on tourism legislation and regulations;

- Perform other related tasks as assigned by the Director of Tourism, NIU Coordinator and the SI-TIDE Project Coordinator.

 

Expected outputs:

 

- A new Solomon Islands Tourism Legislation and Regulation

- Prepare Minimum Standards for accommodation, tour operators, and other service providers.

 

Qualifications and experience required:

 

- At least a Bachelor’s Degree in Law, Tourism, Economics, and/or other Social Science related fields;

- At least ten (10) years of work experience with a legislative responsibility with any of nationally recognize registered legislative firms or tourism organizations;

- Good interpersonal skills and result oriented;

- Good computer skills (Microsoft Office, Data base management etc.);

- Work experience in any major tourism Project or related work is desirable;

- Knowledge of international Trade and Foreign Related Issues is desirable; and

- Knowledge of the current economic and political status.

 

Languages:

 

- Excellent Command over English both Written and Spoken.

- Excellent Command over Solomon Islands Pidgin Language.

 

Proposal/Tenders:

 

Those bidding for this work will be required to submit the following information to the project coordinator (incomplete bids are likely to be excluded from consideration).

 A proposed approach and methodology for completing the study

 A timeline for the study indicating the deadline dates for deliverables

 

 

 A project budget indicating day rates for personnel and the number of days to be spent on different elements of the work.

 

Payment arrangement

 

Contract payments will be done in three phases as follows;

- Twenty five percent (25%) upon signing of the agreement/Contract;

- Twenty five percent (25%)upon submission of the draft Legislation and Regulation completed, and;

- Fifty percent (50%) upon satisfactorily completion of the task/the completion and submission of the final Legislation and Regulation.
